Position Title: Health & Family Services Manager

- Job Function/Purpose:
The Child & Family Services Manager supervises and oversees the work of Health & Family Services teams. The CFS Manager has signing authority over budgets assigned to them. The CFS Manager provide backup coverage to the HS Manager and to the Director of Health & Family Services. Child & Family Services Manager supervises teams that support community members involved with child protection services also coordinates responses to child protection investigations with MCFD and ensures support plans are in place for families and children in care. The Child & Family Services Manager acts as a Team Lead over the Integrated Wellness Team.
- Duties:
- Provide supervision, consultation and direction to staff and teams in regard to program operations. This does not include Clinical Supervision, unless qualified.
- Conduct staff meetings with teams supervised.
- Ensure program goals and responsibilities, contract mandates, Community Health Plan, and budgets are adhered to.
- Review and approve resource and financial requests in accordance with budgets, and in accordance with financial control policies.
- Signing authority to prepare Purchase Order and Cheque Requests as needed for program activities.
- Be aware of staff and program activities on a daily basis and provide information to administration as required.
- Signing authority of staff time off requests and timesheets.
- Complete front line staff appraisals of supervised staff.
- Orient newly hired staff.
- Administer policy for supervised staff.
- Inform and support any quality assurance investigations conducted by the Director of Health & Family Services. Support and manage any disciplinary or corrective actions determined by the Director of Health & Family Services.
- Revise and approve program activities within the scope of the Community Health Plan, contractual obligations, and budgets, as required.
- Ensure staff complete all required tracking and reporting of activities. Provide reports to the Director of Health & Family Services.
- Advise the Director of Health & Family Services of program needs and provide information needed for development of budgets, community health plans, or program development, and any other relevant information.
- Provide backup coverage of other Managers and the Director of Health & Family Services.
- Participate in liaison with partner agencies to support improved services and outcomes for GN community members, this includes taking part in ongoing, or ad hoc, committees.
- Ensure coordination of GN Health & Family Services crisis response systems, such as suicide response, or child protection investigations, in accordance with the Child Welfare Protocol; this includes coordination with MCFD & RCMP.
- The CFS Manager responsible for child protection response services then the following duties also apply:
- Liaison with MCFD around all case planning for children-in-care and families, if supervising;
- Coordination of support services for community members involved with MCFD, including but not limited to:
- Home visits, counselling services, case management meetings, family/group counselling, parenting skills, life skills, addictions counselling, mental health, etc.;
- Referrals to other agencies/support services as required;
- Ensure in-home parenting and life skills training to families involved with MCFD;
- Attend case planning/Integrated Case Management meetings as required;
- Ensure child protection concerns are reported to MCFD
- Ensure life skills support to high-risk youth
- Provide direct services as required;
- Coordinate collaborative planning for Comprehensive Plans of Care for Children in care of MCFD;
- Ensure support to families involved with MCFD who are attending court;
- Ensure the GN Band’s position is presented to MCFD and courts;
- Ensure a range of strategies are utilized to impart knowledge, improve skills and build awareness of resources;
- Work in coordination with other GN programs to improve the overall well-being of children, youth, families and the community;
- Ensure accurate and confidential records of all activities;
- Ensure all approved standards, policies and procedures are adhered to;
- Ensure accurate reporting from all supervised staff;
- Ensure services are delivered in a culturally appropriate and safe manner;
- Job Qualifications/Employment Requirements:
Education:
- Degree in Social Work, Child & Youth Care or other relevant human service field, plus 2 years supervisory experience; or relevant combination of education and experience
- Valid Driver’s License.
Managerial Skills:
- Ability to exercise sound judgement in setting priorities and dealing with confidential and sensitive issues;
- Demonstrated leadership and problem-solving skills;
- Excellent interpersonal skills, professionalism and integrity;
- Excellent verbal and written communication skills (minimum Grade 12 English skills);
- Excellent Microsoft office computer skills.
Experience:
- Experience with the Gwa’sala-‘Nakwaxda’xw community and surrounding communities;
- Experience with human service work, preferably child welfare and/or mental health;
- Experience supervising and coaching staff;
